On May 4, 2017, SF Cold Chain received a delivery task assigned by Jiangsu Provincial CDC to provide emergency support of biological products for Kizilsu Kirghiz Autonomous Prefecture of Xinjiang (hereinafter referred to as "Xinjiang Kizilsu Kirghiz ").
Kizilsu Kirghiz needed to receive this batch of biological products before May 12, and required that the biological products should be stored at 2-8 ℃ during the whole delivery process without stopping heat supply.
In addition to the arduous task and limited time, the distance between Nanjing of Jiangsu and Kizilsu Kirghiz of Xinjiang is of about 5300 km, stretching across the eastern and western regions of China. In view of the special circumstances of this task, SF Cold Chain developed a preliminary delivery scheme on the day.
Holding emergency deployment meeting and effectively developing customized scheme
On May 5, various departments of Nanjing District got prepared for the delivery, and held an emergency mobilization meeting. At the same time, the Nanjing District arranged 15 people from the headquarters and local areas to have a project video conference, and made a comprehensive assessment on the goods storage and transportation scheme & packaging scheme, routes & traffic conditions, regional geography and humanities, and a comparative analysis on air transport schemes (as the "Belt and Road" International Cooperation Summit Forum was about to be held, there were many aviation constraints), and finally determined the delivery scheme:
- "Direct delivery by special-vehicle with whole-process monitoring"
We adopted the direct delivery mode by CDC special-vehicle (direct delivery between two CDCs, without transit mode), the emergency project team of the headquarters were on duty and communicated with the delivery staff, and monitored temperature data and vehicle GPS, in order to guarantee whole-process connection of data of goods, cars and people;
- "Driving in turns, with an assigned personnel in van"
On the morning of May 6, two drivers went to Xi'an by train, and got ready to pick up.
On May 6, the cold storage van was inspected and repaired before delivery. One assigned personnel was equipped on the van, 2 drivers took turns driving, and the two drivers replaced each other after reaching the feeder point. This not only guaranteed the staff’s physical health and driving state, but also ensured professional and rapid response to emergencies. The communication can be guaranteed when travelling in depopulated area, tunnels and other areas with weak signals;
- "Double cold insulation control with record along the trip"
The "double cold temperature control", which is cold storage van refrigeration + refrigerant packaging, was adopted to ensure that loading, unloading, storage and transportation are operated at the specified temperature without stopping heat supply. Pre-records were set to prevent possible failure or roadblocks of vehicles in long-distance delivery, we contacted the CDCs along the route to reserve storage space, so that we could immediately transfer or store the goods at the local CDC in case of emergency;
- "Double-insurance temperature control, real-time adjustment according to the real situation"
While using vehicle-mounted temperature recorder and box-mounted temperature recorder to upload data, the staff on the delivery vehicle also implemented real-time temperature adjustment and control, in order to ensure that the delivery temperature is minimally affected by the outside world (regional temperature difference, temperature difference between day and night and complex weather);
- "Pay attention to details, respect for culture"
Along the journey, we coordinated our local resources, especially after entering Xinjiang region, local colleagues drove along, showing full respect to local cultural customs and cultural differences, and led the way to improve the communication and transportation efficiency.
We finally arrived at the destination on the morning of May 10, and the CDC staff picked up the goods at 10 a.m.
The pharmaceutical cold chain delivery to Xinjiang also delivered health.
The distance is more than 5300 kilometers, stretching across 7 provinces in the eastern and western regions of China. 4 days and 3 nights, about 119 hours, were taken for delivery. The whole-process temperature was controlled at 2-8 ℃.
